Extra tooltips

Hi guys.

              I've been away for a while and have some points to spend so I thought I would try the new app as the telescopes I'm interested in using appear to be offline. I haven’t try using the scopes yet but off the bat …

• It would be helpful if when hovering over the offline state for a telescope on the main page that a tooltip and a box in the specific telescope page explain what and why the scope is offline.

• Add tooltips for the last three icons on the main StellarDock dashboard.
